Save the Children, Cote d’Ivoire Program is seeking a M&E Directorfor the REVE PROJECT financed by PEPFAR USAID, for  (01) Year with possible extension, based in Abidjan.

Requirements

Master’s in Research methods, Public Health, biostatistics or related field
Minimum of five years of relevant work experience in the international health sector, with specific technical expertise in public health required 
At least three years’ experience in applied research and/or project monitoring and evaluation for USAID-funded projects in developing countries
Strong experience in research and monitoring and evaluation of one or more of the following areas:  HIV/AIDS, health services and/or economic strengthening programs
Demonstrated knowledge of and familiarity with USAID policies and procedures
Strong quantitative and qualitative research skills  
Able to produce thorough, high quality results within a tight timeframe and meet deadlines and deliverables to partners and donors 
Demonstrated ability to work with multiple partners on collaborative projects
Proficiency in English with excellent oral and written communications skills
Excellent interpersonal skills and demonstrated ability to lead and work effectively in team situations
The ability to travel extensively to locations within/outside Cote d’Ivoire as required
Excellent interpersonal, communication and presentation skills.
Fluency in French and English, both written and spoken essential.
Ability and willingness to change work practices and hours, and work with incoming teams in the event of major emergencies.
Commitment  to  and  understanding  of  Save  the  Children’s  aims,  values  and principles  including rights-based approaches. 

Responsabilities

The Monitoring & Evaluation Director will be responsible for all monitoring, evaluation and reporting activities for the anticipated large-scale program focused on Orphans and Vulnerable Children in the project areas. S/he will be responsible for direct oversight and support of the overall project and partner M&E activities and objectives. The M&E Director will work in collaboration with the others Technical Advisors and Field Offices and develop and manage the Project‘s Performance Monitoring Plan (PMP). He/she will be responsible to ensure the follow up of the project’s PMP The Monitoring & Evaluation Director will also develop and maintain systems to collect and analyze information on inputs, outputs, outcomes and impact of the program. He/she will elaborate on a monthly basis a data analysis report of the implemented activities to help the decision of the project management team on the project orientation. S/he will conduct supportive supervisory visits to project staff in the field and sub-grantees to observe, monitor, guide and provide quality feedback on the use of OVC data and indicators. S/he will design and lead the implementation of the project's M&E strategies, requirements and country level activities. The M&E Director will participate in the development, implementation, and strengthening of M&E systems for related projects in the field and build the local partner's capacity in monitoring and evaluation. In addition, the M&E Director will work directly with the technical staff to develop appropriate indicators and select the monitoring and measurement tools for the project implementation and roll-out. S/he will also be accountable for achieving the results against those priorities.
