Technical Officer

Description

The pilot aims to a) increase the economic welfare of smallholder farmers through access to enhanced storage devices that minimize crop losses and enable smallholders to store maize longer; b) help catalyze a sustainable long-term market for grain storage solutions in Kenya, and c) test an innovative approach to engaging the private sector to serve smallholder needs, with potential future applicability to the delivery of other goods and services to smallholders.

Requirements

1. Master’s degree required in business, statistics, research methods, economics or other related fields;

2. Minimum of ten years experience in project management for agribusiness, agriculture, food security or other related projects;

3. Experience overseeing quantitative surveys and data collection;

4. Demonstrated experience and skills to coordinate and interact independently with senior level business representatives, government officials and donors; 

5. Ability to work independently with minimal guidance; 

6. Demonstrated experience and effectiveness developing and overseeing surveys, data collection, survey protocols, data cleaning, and data analysis and reporting

7. Demonstrated excellent communication and problem solving abilities.

8. Demonstrated excellence in oral, written and reading comprehension abilities.

9. Training and/or experience with SPSS, Stata, SAS, LIMDEP or other appropriate statistics software packages will be an added advantage. 

10. Proficient with Power Point, MSProject, Ms Excel and other Microsoft programs.

Responsabilities

. In collaboration with the Team Leader and at times independently, communicate and coordinate effectively with senior level project stakeholders including but not limited to Advisory Council members, Implementer private sector company representatives, international donor representatives, organization(s) contracted for verification activities, and government officials. b. Design, document and carry out the necessary systems required for monitoring the organization(s) hired for Pilot verification services. c. Monitor all work done by the organization(s) hired for Pilot verification services, to ensure quality, integrity and consistency in implementation, work plans and reporting. The services are anticipated to include: a. An audit firm to perform multiple rounds of regular sales audits over a period of approximately three and a half years beginning in the Fall of 2015. b. One or multiple survey firms which will conduct two large scale market share household surveys (approximately March 2017 and Sept 2018). d. Serve as Acting Team Leader when necessary. e. Assist the Secretariat and Team Leader in processes required for procuring the firms to conduct Pilot verification services. f. Design, document and carry out the necessary systems required for monitoring the organization(s) hired for Pilot verification services. g. Oversee spot checks field work, including the hiring, training and management of a team for data collection, survey data cleaning, data analysis, all data conclusions and reporting during the implementation of the two above-mentioned surveys. h. Develop, in collaboration with the Verifier organization(s), Implementer companies, and Team Leader any necessary template(s) for data collection from the Implementers. i. Support, as needed, the oversight of a third party firm contracted by ASI to monitor testing being conducted in 2015 on the storage devices in the Pilot to determine if they are Large Grain Borer (LGB) proof. j. Support all operations, particularly weekly, monthly and quarterly management reporting to the Secretariat.
