PEPFAR Program Officer, FSN 9; FP-5*

Description

Incumbent will work with the PEPFAR Coordination Office team to administer and manage the Department of State’s PEPFAR portfolio as implemented in Zambia. The portfolio of activities is comprised of support for data management and reporting via PEPFAR’s Strategic Information platform; the annual Country Operational Plan exercises; the semi-annual and annual performance reporting; and monitoring and evaluating PEPFAR small grants for prevention and orphans and vulnerable children. The Program Officer will actively support the PEPFAR Senior Program Specialist and the Deputy PEPFAR Country Coordinator. S/he will engage with members of the PEPFAR interagency team in Zambia to ensure successful follow-through and completion of interagency tasks.

Requirements

Bachelor’s degree in Social Sciences or Public Health with relevant experience in managing HIV data is required. Four (4) years of experience working in HIV/AIDS with the USG, the GRZ, donors and/or with a large non governmental organization is required. Experience must demonstrate an ability to manage competing priorities, the development of monitoring and evaluation frameworks, program design and increasing responsibility. Fluent (Level IV) English and good working knowledge (level III) of either Bemba or Nyanja is required. English language proficiency will be tested. Knowledge of the workings of the U.S. Mission in Zambia, PEPFAR Zambia as well as the GRZ is required. Knowledge of the basic tenets of monitoring and evaluation (M&E) and program reporting is required. Strong communications skills both verbal and written are required.
