Description

The project builds on the success of the USAID-funded Production, Finance, and Improved Technology Plus (PROFIT+) project, implemented by ASI’s parent organization ACDI/VOCA. The WIMAC project will facilitate improved livelihoods for 45,000 farmers (50 percent of whom are women) through capacity building support to member-based organizations, improved production and post-harvest practices, women’s empowerment and facilitation of market linkages between buyers and supplier’s service providers. WIMAC will complement and expand on ongoing PROFIT+’s initiatives to facilitate inclusive access to markets for smallholder farmers in Eastern Province (EP) and peri-urban Lusaka, targeting groundnut and soybean value chains

Requirements

 MS, MBA, or other post-graduate degree in agriculture, business administration, development (or any relevant field)  Demonstrated expertise in various donor rules and regulations, especially with regard to managing contracts  Strong understanding of agricultural marketing in Africa.  Strong interpersonal skills with evidence of ability to build relationships with a wide range of organizations (government, private sector, NGOs and research institutions) Strong written and spoken English skills  Prior experience working on donor funded programs preferred  Demonstrated creativity, willingness to innovate, think systemically and design catalytic approaches to intervening.  Excellent communication and reporting skills.  Fluency in English required.

Responsabilities

The employee will be responsible for the following tasks:  Technical Leadership: o Assume overall responsibility for the implementation of the WIMAC Project in Zambia. Ensure that all deliverables are submitted on time and within budget. o Responsible for implementing and monitoring the program work plan as well as meeting quality work standards. Ensures that program deliverables are met on a timely basis and progress towards reaching indicators is well-documented and advancing. o Responsible for writing and ensuring quality of all program reports outlining progress towards meeting activity deliverables and indicator results. o Liaise closely with and coordinates work plans with Headquarters for technical guidance and oversight of project implementation.  Program Staff Management: o Recruit, hire, train, manage, and evaluate Zambian staff as necessary to ensure program success. Oversee staff capacity-building/training; Ensure a work environment that is non-discriminatory and promotes open dialogue on gender-related issues. o Establish clear lines of communications that keep staff informed of relevant information and dialog both in the field and from headquarters. o Comply with all ASI regulations stated in Personnel Policies Manual & in compliance with Zambian labor laws. o Directly supervises program staff and oversees consultancy agreements.  Financial Management: o Manage the project budget to ensure all expenditures are in compliance with ASI and client donor policies and regulations. o Monitor funds disbursal and financial record keeping. Reviews and signs off on ASI monthly financial reports prepared by accounting staff. o Monitor program budgets and Project Status Reports (PSRs) to ensure that expenditures are within approved budget parameters, that expenditure rates are maintained, and all financial reporting requirements are met. o Administer project resources in compliance with ASI Power of Attorney (POA)  Administration and Compliance: o Oversee procurement for the program. o Ensure all activities are in compliance with donor regulations and ASI policies and procedures. Ensure that all staff is aware of regulations and procedures and are following them. o Monitor staff management of leases, utility and service contracts, and other contracts related to office management, and ensure compliance with ASI and client regulations. o Submit regular written and/or verbal updates to ASI headquarters staff
