Deputy Chief of Party

Description

he Deputy Chief of Party will work closely with the Chief of Party to ensure the smooth implementation of a USAID-funded initiative to provide comprehensive HIV prevention, care, and treatment services to key populations in targeted provinces of Zambia as a means to contribute to a reduction in new HIV infections. This individual will support the Chief of Party in developing and carrying out strategies and activities to strengthen existing services and develop new approaches to reduce HIV infection among key populations. S/he will also provide technical expertise in the project’s research agenda identifying key questions for formative and operations research and leading the project’s evaluation and learning agenda. S/he will also have significant participation in the project’s knowledge management, and help in the preparation of technical reports and communications and dissemination vehicles.

Requirements

Master’s Degree or higher in public health, social/behavioral sciences, or equivalent field.
Minimum five years of progressively increasing responsibility working in public health in the areas of health communication, promotion, and/or education, with an emphasis on HIV prevention.
Demonstrated management skills, including relevant experience in direct supervision of professional staff.
Demonstrated ability to establish and sustain professional relationships, and to work collaboratively with host government agencies, civil society and community-based organizations, and other donors.
Depth and breadth of knowledge of and experience in HIV prevention, care and support for key populations.
Ability to handle a heavy workload with competing priorities.
Demonstrated ability to work collaboratively with a diverse group of internal and external partners.
Proficiency in both Microsoft Office required.
Excellent verbal, writing, and presentation skills in English.

Responsabilities

Work with national counterparts in the governmental, nongovernmental, and private sector to strengthen existing HIV prevention, care, and treatment services and to identify new strategies to expand services to key populations at high risk of HIV infection. Provide technical assistance and training to national organizations to strengthen and expand HIV prevention, care, and treatment services to key populations. Oversee and provide technical support to the project’s research agenda identifying critical areas for formative and operations research and to the project’s evaluation and learning agenda. Collaborate with the Chief of Party to develop and monitor annual work plans and budgets, technical and financial reports, and other program and dissemination documents as required. Work with the project’s technical team to synthesize and disseminate key results, programmatic lessons learned, and other project outputs. Oversee the documentation and dissemination of the project’s findings, best practices, and scaled up efforts stemming from this initiative, and work with the Chief of Party to disseminate results to key governmental, nongovernmental, civil society, and donor organizations. Represent the Population Council as appropriate and when the Chief of Party is not available to USAID and collaborating agencies.
