Requirements

Must be a clinician (Medical Doctor)
Masters’ Degree in Public Health or other relevant clinical discipline (Obstetrics and Gynecology).
S/he must have at least 5 years of project management experience preferably managing maternal and child health, family planning and reproductive health programs.
Must have at least 5 years working in a senior technical position for a public health and/ or international development project.
Work experience with USAID funded programs desired.
Thorough knowledge of technical and family planning programs
Ability to maintain effective work relationships
Ability to assess public health interventions to evaluate their efficiency in relation to significant and social trends in Zambia.
Ability to plan, organize, manage and evaluate important complex projects
Must possess excellent interpersonal skills and ability to work in a team environment
S/he must possess excellent communication skills.

Responsabilities

Provides technical, policy, programmatic and administrative management of key components of the project’s activities in the public and private sectors with a particular focus on health systems. Project design and implementation, with emphasis on an accelerated approach to the start-up phase of the project. This will include participation in the development of monitoring and evaluation tools. Responsible for overseeing quality control and improvement of health services within the project. Coordination of implementing sub partners with emphasis on integration of Family Planning (FP) services and HIV services. Provides technical expertise, leadership, monitoring and evaluation, with a particular focus on health governance, human resources and financial management. Ensures all programs are integrated within the health and other technical sectors. Facilitates in preparing FP financial management documentation in areas of program responsibility, with input from responsible technical and finance staff. Provides technical support to team members of FP and other portfolios.. Provides technical expertise and guidance in capacity building, planning, implementation, monitoring and evaluation to key governmental and non-governmental partners. Provides technical assessment and recommended strategies to pilot innovative interventions, including integration of innovative approaches into current programs. Maintains liaison through substantive meetings with high-level public and private sector officials involved with USAID-supported programs keeping them informed of the program status. Makes regular project supervision and monitoring visits, ascertains progress, identifies delays and problems if any and recommendations for alternative solutions. Must be able to travel extensively. Coordinates with other technical staff on sub-sector activities contributing to program objectives to ensure they are synergistically working to achieve objectives. Represent the project at the national FP technical working group. Coordinates and communicates regularly with other FP team members on administrative, technical, programmatic and policy issues. Ensures synergy between governmental and non-governmental health activities by providing expert technical opinion and identifying opportunities for technical and programmatic partnerships as well as collaboration for effective resource utilisation.
